For the company’s employees and the responsible state institutions to be able to act efficiently and professionally in crisis situations related to possible oil product spills, on Wednesday, 20th of August, LLC LatRosTrans organised civil defence drills at the Ilukste station.
“We realize that we are working with environmentally hazardous substances, therefore it is important for the employees of the enterprise to be able to act in an efficient and professional way in the event of oil product spills,” emphasizes the manager of LLC LatRosTrans Igors Stepanovs, adding that one of the reasons for the possible threat to the environment is illegal connections to the oil product pipeline.
During the drill, a large oil spill was imitated, which resulted from a break in one of the storage tanks. The crisis scenario envisaged a failure of the protective bank, an oil product spill in the territory of the enterprise as well as pollution of the Ilukste River via the sewage system and runoff ditches.
The institutions whose representatives took part in the drills included the State Fire and Rescue Service, the State Police, the State Environmental Service, the Emergency Medical Service and the self-government of the Daugavpils Municipality.
The drills were held in accordance with the requirements of Regulation No. 532 of the Cabinet of Ministers “Regulations Regarding the Procedures for Industrial Accident Risk Assessment and Risk Reduction Measures”. The regulation stipulates that at high-risk facilities it is necessary to check, by means of practical drills, the civil defence plan of the facility and the off-facility civil defence plan every three years.
